Not sure who to call.  Without improvement in signal strength or signal-to-noise ratio, over Columbus Day weekend (9-12 OCT) all of a sudden I was seeing 1-3 Mbps (i.e., 100x-300x my available bandwidth for the last several years in this area), which makes me think it's actually congestion problems and NOT signal problems.
